blocked users can’t see shoutouts

hey! this isn’t really a new feature suggestion but it’s something that i really wanna see. i wish whenever i did a shoutout, the users i have blocked would not see or be able to respond to my shoutout. this has happened a lot where people i have intentionally blocked will respond to my shoutout, and it is very annoying and uncomfortable for me to deal with. if this was changed i would feel a lot more comfortable using the shoutouts, thanks!
